Does anyone remember years back when people wanted to build homes along the Rideau River? The town of Kemptville denied them building permits, so they appealed to the OMB. The OMB overruled Kemptville, and the homes were built. So who is really responsible for the damages in the Hilly Lane area when the Rideau River annually overflows its banks?
The need for municipal approval is a sensible safeguard. It should not be relinquished.
